Every state recognizes homeschool transcripts for in-state college admission, but the surrounding paperwork varies a lot. Below is a snapshot of the most common questions families ask, state by state. For the official, up-to-date legal text, your state homeschool organization (HSLDA chapter, state co-op, or DOE page) is the authoritative source.

Arizona
No state-mandated transcript format. ESA recipients keep records for audit. Parent-issued transcripts are accepted by all in-state public universities (ASU, UA, NAU) without notarization.
Alabama
Homeschools operate as "church schools" or with a certified private tutor. Parent-issued transcripts are accepted by Alabama, Auburn, and UAB; no notarization required.
Alaska
Multiple legal options including no-notice "private school" status — most families use the IDEA correspondence program or operate as a private school. Parent-issued transcripts are accepted by the University of Alaska system without additional verification.
Arkansas
Notice of Intent due by August 15 each year; standardized testing optional in grades 3–9. Parent-issued transcripts are accepted by Arkansas, Arkansas State, and UA Little Rock. ESA recipients should retain coursework records for audit.
California
Families operating as Private School Affidavit (PSA) schools issue their own transcripts under the school name registered with the state. Charter homeschool families work through their charter for transcripts. UC and CSU systems accept parent-issued transcripts when paired with test scores or course validation.
Colorado
Notice of Intent due 14 days before starting; standardized testing or evaluation in grades 3, 5, 7, 9, 11. Parent-issued transcripts are accepted by CU Boulder, Colorado State, and CU Denver.
Connecticut
No notice required by statute (CSDE’s Notice of Intent is suggested, not legally mandated). Parent-issued transcripts are accepted by UConn and Central, Eastern, Southern, and Western Connecticut State Universities. Keep portfolio + subject log to support the "equivalent instruction" standard.
Delaware
Register as a single-family, multi-family, or non-religious homeschool. Submit attendance + enrollment via DEEDS each year by July 31. University of Delaware and Delaware State accept parent-issued transcripts directly.
District of Columbia
Notice of Intent due 15 days before starting. OSSE may request portfolio review. Parent-issued transcripts are accepted by UDC and by DC-area private universities (Georgetown, GW, Howard, AU) when paired with standardized test scores.
Florida
Parent-issued transcripts are accepted by Bright Futures and all state universities (UF, FSU, UCF, USF). Keep portfolio + annual evaluation on file in case of audit. ESA recipients should retain coursework records.
Georgia
Declaration of Intent due by September 1 (or within 30 days of starting); 180 days / 4.5 hours per day; standardized test every 3 years starting grade 3. UGA, Georgia Tech, and Georgia State accept parent-issued transcripts; HOPE Scholarship requires SAT/ACT in lieu of GPA validation.
Hawaii
Notice of Intent within 5 days of starting (Form 4140); annual report required; standardized testing in grades 3, 5, 8, 10. UH Mānoa and UH Hilo accept parent-issued transcripts paired with test scores.
Idaho
No notice, no reporting. Parent must provide "comparable instruction" in subjects taught in public school. University of Idaho, Boise State, and Idaho State accept parent-issued transcripts without notarization.
Illinois
No notice required; homeschools are treated as private schools. Must teach English, math, science, social studies, fine arts, health, and PE. UIUC, Illinois State, and U of Chicago (private) accept parent-issued transcripts; flagship admissions typically pair the transcript with standardized test scores.
Indiana
No notice required; voluntary NPNS registration is encouraged. 180 days / year; records must be kept. Indiana University, Purdue, and Ball State accept parent-issued transcripts. ESA-eligible families should keep coursework records.
Iowa
Multiple legal options (independent private instruction, competent private instruction, certified-teacher option). CPI requires registration with the district by Sept 1 + assessment. Iowa, Iowa State, and UNI accept parent-issued transcripts. ESA recipients retain documentation for audit.
Kansas
Register as a non-accredited private school with KSDE (one-time online registration). Maintain attendance + curriculum records. KU, K-State, and Wichita State accept parent-issued transcripts under the registered school name.
Kentucky
Notify the local superintendent within 2 weeks of starting. 170 days / year. Required subjects: reading, writing, spelling, grammar, history, math, civics, science. UK, Louisville, and Western Kentucky accept parent-issued transcripts.
Louisiana
Choose between the Home Study Program (state-approved curriculum, annual application) or operating as a non-public school. LSU, Louisiana Tech, and ULL accept parent-issued transcripts under either pathway. The Home Study route gives easier in-state college admission documentation.
Maine
Notice of Intent due 10 days after starting + by September 1 annually. Annual assessment required (standardized test, portfolio review by certified teacher, or local advisory board). University of Maine system accepts parent-issued transcripts.
Maryland
Notice of Intent + portfolio review every six months OR enroll through a supervising umbrella program. University of Maryland, UMBC, and Towson accept parent-issued transcripts under either pathway. Umbrella enrollment often simplifies college application paperwork.
Massachusetts
District approval required before starting + annual evaluation. The compliance load is heavy, but parent-issued transcripts are accepted by UMass Amherst, UMass Boston, Northeastern (private), and Boston College (private). Approved plans often include a transcript-style summary at year end.
Michigan
No notice, no reporting for non-religious homeschoolers; religious exemption requires no test or evaluation. Michigan, Michigan State, and Wayne State accept parent-issued transcripts without additional verification.
Minnesota
Annual Letter of Intent by October 1; annual standardized testing required (results retained, not submitted). University of Minnesota, Mankato State, and St. Cloud State accept parent-issued transcripts paired with test scores.
Mississippi
Certificate of Enrollment filed annually with the local attendance officer. Ole Miss, Mississippi State, and Southern Miss accept parent-issued transcripts. ESA recipients should retain coursework records for audit.
Missouri
No notice required; 1,000 instructional hours per year (600 in core subjects). University of Missouri (Mizzou), Missouri State, and UMSL accept parent-issued transcripts. Keeping a daily log makes the hour requirement easy to substantiate.
Montana
Notice of Intent due annually by the start of the school year. 180 days / year. University of Montana, Montana State, and Montana Tech accept parent-issued transcripts; standardized test scores strengthen flagship applications.
Nebraska
Annual exemption form (Rule 12 or Rule 13) due by July 15 or 30 days before starting. University of Nebraska (Lincoln + Omaha) and Wayne State accept parent-issued transcripts. Keep curriculum + attendance records on file.
Nevada
Notice of Intent filed once per child (not annually). No standardized testing required. UNLV, University of Nevada Reno, and Nevada State accept parent-issued transcripts directly.
New Hampshire
Notice of Intent filed once + annual evaluation (standardized test, certified-teacher review, or portfolio). UNH and Plymouth State accept parent-issued transcripts. New Hampshire’s ESA program (EFA) requires coursework documentation for renewal.
New Jersey
No notice required; homeschools fall under the "equivalent instruction" standard. Rutgers, NJIT, and TCNJ accept parent-issued transcripts. Maintaining a portfolio + course log supports both college admission and any future district inquiry.
New Mexico
Notice of Intent due within 30 days of starting + annually by April 1. UNM, NMSU, and ENMU accept parent-issued transcripts. New Mexico’s lottery scholarship is open to homeschool graduates with qualifying ACT/SAT scores.
New York
IHIP and quarterly reports are required; a year-end transcript-style summary helps streamline the final assessment. Most NY colleges (SUNY, CUNY, NYU, Columbia) accept parent-issued transcripts with a notarized signature.
North Carolina
Notice of Intent + annual standardized test (any nationally normed). UNC Chapel Hill, NC State, ECU, and App State accept parent-issued transcripts. ESA (Opportunity Scholarship) is open to homeschool families meeting income criteria.
North Dakota
Annual statement of intent + standardized testing in grades 4, 6, 8, 10. UND, NDSU, and Minot State accept parent-issued transcripts paired with test scores.
Ohio
Notification + annual assessment required; transcripts are parent-issued. Ohio State, University of Cincinnati, and Miami University accept parent-issued transcripts. EdChoice scholarship recipients retain coursework records.
Oklahoma
Constitutional right to homeschool — no notice, no reporting. OU, Oklahoma State, and University of Tulsa (private) accept parent-issued transcripts directly. Oklahoma’s Parental Choice Tax Credit applies to homeschool expenses with documentation.
Oregon
Notice of Intent within 10 days of starting + standardized test in grades 3, 5, 8, 10. University of Oregon, Oregon State, and Portland State accept parent-issued transcripts paired with test scores.
Pennsylvania
Annual evaluator letter is the state-required document. For college admissions, parents issue a separate cumulative transcript. PA requires more diploma documentation than most states — see your evaluator. Penn State, Pitt, and Temple accept parent-issued transcripts.
Rhode Island
District approval required + annual evaluation. The regulatory load is heavy, but URI and Rhode Island College accept parent-issued transcripts under the approved plan. Approved evaluations typically include a transcript-style summary.
South Carolina
Three pathways: district approval, SCAIHS membership, or third-option accountability association. USC, Clemson, and College of Charleston accept parent-issued transcripts under any of the three. ESA recipients keep coursework records for audit.
South Dakota
Annual exemption application due before starting; standardized testing in grades 4, 8, 11. USD, SDSU, and Black Hills State accept parent-issued transcripts paired with test scores.
Tennessee
Three pathways: register with the local school district, enroll through a category III/IV church-related school, or use a church-related umbrella. UT Knoxville, Vanderbilt (private), and MTSU accept parent-issued transcripts. ESA (Education Savings Account) is available in select counties.
Texas
No state oversight of homeschools. Parent-issued transcripts are accepted everywhere in-state without additional verification (UT Austin, Texas A&M, Texas Tech, UH).
Utah
Annual affidavit filed with the local school district (or use the homeschool umbrella exception). University of Utah, BYU (private), and Utah State accept parent-issued transcripts. Utah Fits All scholarship recipients retain coursework records.
Vermont
Annual enrollment notice + end-of-year assessment (portfolio review, standardized test, or report from a licensed teacher). UVM and Vermont State accept parent-issued transcripts. The regulatory load is heavier than most states; the assessment doubles as natural transcript documentation.
Virginia
Notice of Intent by August 15 + annual evidence of progress (standardized test, evaluator letter, or portfolio). UVA, Virginia Tech, William & Mary, and JMU accept parent-issued transcripts. Religious exemption from the assessment is available with district approval.
Washington
Annual standardized test or assessment is required. Parents issue the transcript; UW and WSU accept them with no extra steps.
West Virginia
Notice of Intent + annual portfolio review or standardized test. WVU, Marshall, and Concord accept parent-issued transcripts. Hope Scholarship recipients retain coursework records for audit.
Wisconsin
Annual PI-1206 enrollment form due by October 15. 875 hours of instruction in 6 required subject areas. UW Madison, UW Milwaukee, and the broader UW System accept parent-issued transcripts directly.
Wyoming
Annual curriculum submission to the local school board. University of Wyoming and the Wyoming community colleges accept parent-issued transcripts paired with standardized test scores where required for scholarship eligibility.

What every state-acceptable transcript includes
- School name (your homeschool name) + supervising parent.
- Student name, date of birth, anticipated graduation date.
- Course list by year with subject, credits, and grades on the 4.0 scale.
- Cumulative GPA (unweighted at minimum, weighted if relevant).
- Parent signature + date.
- Grading scale legend (good practice; required by some states).
